Between access and delivery, the contract’s fulfil step is the whole evaluation. This chapter opens that black box: the six steps of the Evaluation Process Ontology, the same for every domain, performed with the Domain-Specific Ontology of one domain, and the second layer of assumptions the evaluation pins for itself.

1What the standards say

The steps are the test processes of ISO/IEC/IEEE 29119-2 as SEVOCAB defines them, the stakeholder and requirement processes of SEBoK, and the functions of ISO/IEC 17000. A requirement is ISO 9000’s; acceptance criteria, expected results, test plan and test coverage are SEVOCAB’s; objective evidence and determination are ISO 9000’s; attestation is ISO/IEC 17000’s; session is NIST’s, and probe refines SEVOCAB’s test case.

Two observations from ISO/IEC 17000 shape the fifth step: its decision (7.2) is the glossary’s determination (ruling R-50), which an attestation aggregates, and its review (7.1) uses the word this specification retired, hence appropriateness. The measles case is a third-party conformity assessment activity: Humane Intelligence is independent of the vendor; the county, which commissions and accepts it, is the second party. The fifth step as the command line prints it, each quote with its tag, defined on the vocabulary page:

2The specification

The evaluation slice of the wiring, in the parts, ports and wires the previous chapter defined. Two actor categories do the work. A named team member (the domain expert unless the statement of work says otherwise) speaks for each population; the domain expert supplies or approves the DSO release, assesses the appropriateness of the requirement set, approves the plan, and attests; the evaluation operator declares the requirements, writes the plan, applies the probes to the test item, collects the evidence, records any departure from the plan with its reason, and writes the recommendation. Either may determine on evidence. The plan says which work is the operator’s and which the test driver’s, and a human must deem it appropriate. The sponsor’s signatory approves the requirement set before any session. At the end the checker’s verdict on the record comes first and the assembler reads both; a draft report is a snapshot of its day with its gaps flagged, a final report rests on a passed verdict, and only a final report, every criterion tested, is approved and delivered (C-57).

What the evaluation pins is the second layer of assumptions: the operational environment and the operational envelope, the requirement set declaring this test item in this environment, and the DSO release, all declared and approved before any session runs. Every attestation then judges appropriateness and sufficiency. Appropriateness covers the assumptions and the test planning: no evidence helps if the plan and its assumptions are not appropriate for what they aim to determine. Sufficiency relates the evidence to the claim: insufficient evidence implies cannot tell; sufficient evidence can give pass or fail, and one failing response can suffice to show a criterion unmet in that instance. The chain the shapes close: the requirement, a claim a test can show unmet; its acceptance criteria, each with the expected result a test could observe; the test plan, whose objectives are those criteria and whose means are probes or a test strategy; the turn at which a probe is applied, producing the response; the evidence collected from it, bearing on that expected result under that plan; the determination, ruling on the evidence with an outcome as EARL, the W3C Evaluation and Report Language, records one, passed, failed or cannot tell, never a Boolean; and the attestation, a named person’s judgment over every determination for the criterion, or naming what it left out and why. Evidence exists at probe, session or suite level, and a session’s ordered turns are its trajectory.

The test item is a non-deterministic system, and a session with it is stateful: what it says at a later turn depends on the whole dialogue before. So the record holds sessions, and a plan’s means are probes, each a scenario tied to the criteria it exercises, or a strategy that chooses the next probe from the trajectory so far. Weights make the testing risk-based testing: a criterion’s weight is its deployment sensitivity, stated with its reason. Thresholds and replication are out of scope for this version: the criteria table counts the replies each judgment rests on; replicate sessions under repeatability conditions, a pass rate with its measurement uncertainty, reproducibility across operators, and evidence over a test suite are the next version’s. Coverage and performance are reported together and never merged. The recommendation is owned by the domain expert’s approval of the report it derives from, and states its fitness, fit to deploy, fit with conditions or not fit: “fit with conditions” is the expert’s, written by the operator, and fit to deploy is refused over a failed criterion. Two mechanical checks make this verification rather than trust: conformance of the record to the shapes, the machine-checked rules written in SHACL, the W3C Shapes Constraint Language, and requirements traceability by query from any recommendation back to everything it rests on. 3The walkthrough

Annie, the domain expert, approved the DSO release on 1 August, once both populations had been spoken for: Apollo-SV, the Apollo Structured Vocabulary of infectious-disease epidemiology, plus the facts of the 2019 measles outbreak in Clark County, Washington. Theo, the evaluation operator, declared the requirement set on 2 August: three requirements in the county’s words, exposure advice, the vaccination question and a hand-off to a person, with five criteria, each weighted with its reason; Annie assessed it as appropriate that morning and Dana Okafor approved it for the county before noon. Theo wrote the plan on 3 August, twelve questions in four sessions, every criterion an objective, the fourth to run only if the first left the enclosed-space criterion unclear; the test driver derived the probes, pySHACL (the SHACL engine) checked each, Annie approved the plan. On 10 August Theo ran three sessions of three turns against chatbot v1, by red teaming: the bus to work, a child with a fever and a rash, a household exposed at a neighbour’s. On 11 August Annie determined on each criterion; Theo, who had run the sessions, determined on the vaccination question too, so that no ruling stands alone with the person who collected its evidence. Annie attested three criteria met and the vaccination question not met, on sufficient evidence in an appropriate context, and the enclosed-space criterion cannot tell: one reply had called most offices fine, and one exchange could not say whether that was qualified. The draft report of that morning flagged the gap. That afternoon Theo ran the fourth session, place by place; on 12 August Annie determined on all the evidence for that criterion and attested it met, naming the judgment it supersedes. pySHACL judged the record conformant, the assembler recomputed coverage at one, Annie approved the final report, and Theo wrote the recommendation the approval owns: fit to deploy once the vaccination question is asked before any advice, the guardrail the vendor must change, and retest it. Every row names its person and day; the case is synthetic.
